Any editing programs that auto detect dead air and edit it out?

Are there any video editing programs that auto detect dead air and remove those parts? That would save so much time in my edits. Looking online I found Recut and Time Bolt (I use Windows) dose anyone use this? I also heard of a podcast editing program which dose this for audio yet I do not remember it’s name, dose anyone know what that might be? However, I am curious but I am looking more for a video editor who does this.

Would using one of these programs degrade the quality of the video?
