So what is this document?

During the Cold War, the United States government took a strong interest in psychic research and development on the heels of word that the Soviet Union was researching psychokinesis and extrasensory perception (ESP) with an eye toward conducting Cold War espionage missions. 

So, back in 1983, US Army Lieutenant Colonel Wayne M. McDonnell was asked to provide an assessment of the Gateway Experience, an audio training program used to bring enhanced strength, focus and coherence to the amplitude and frequency of brainwave output between the left and right hemispheres of the brain that would alter consciousness, pushing consciousness outside ordinary physical space, allowing the practitioner to have experiences outside of the restrictions of time and space. 

The program was developed by author and researcher Robert Monroe, founder of The Monroe Institute. Bob Monroe was a radio broadcasting executive who studied the effects of sound on human consciousness since the 1950s. Since 1971, the renowned TMI has been helping people to tap into the powers of expanded consciousness.
